Coronadrabbade EU-länder lättar på budgetregler
STOCKHOLM 24 mars 2020Finansministrarna i EU har bestämt att ekonomiska insatser i coronakrisen inte ska omfattas av EU-reglerna för budgetunderskott och statsskuld. Flera svårt coronadrabbade länder har dock sedan tidigare en ansträngd ekonomi och kan få det svårt att få lån till låg ränta.
EU-ländernas finansministrar beslutade på måndagen, efter EU-kommissionens förslag, om undantagsregler för EU:s stabilitets och tillväxtpakt. Med anledning av coronakrisen ska de befintliga reglerna för högsta tillåtna statsskuld och högst tillåtna budgetunderskott inte gälla de stora satsningar som nu görs för att stimulera ekonomin. Krisåtgärderna kommer att uteslutas när kommissionen senare bedömer efterlevnaden av stabilitets- och tillväxtpakten.
I finansministrarnas gemensamma uttalande heter det att den allvarliga ekonomiska nedgången som nu förväntas kräver ett beslutsamt, ambitiöst och samordnat politiskt svar.
Hur stora de ekonomiska åtgärderna blir, för att bekämpa coronakrisen beror även på de enskilda ländernas kreditvärdighet och här finns det stora skillnader. Svårt coronadrabbade länder som Italien och Spanien hade redan före krisen ekonomiska problem med budgetunderskott och en hög statsskuld och förväntas därmed få dyrare lån än andra länder.

I dagsläget bryter hälften av EU-länderna mot EU-regeln att inte ha högre statsskuld är 60 procent av värdet av landets bruttonationalprodukt, BNP, se hela listan.
När det gäller ländernas budgetbalans är EU-regeln att inget land får ha högre budgetunderskott än tre procent av sin bruttonationalprodukt, BNP, under ett år, se hela listan.
